What do I need to do to access the live video from the webcam? All I see is still picture no matter what time I go to

Still not able to see. Now is 16:30 on Tuesday but only a still picture. :sad:

Is the webcam for Stella & Chiu always on?

When I select the webcam for Stella & Chiu, all I see if a still picture of Stella? When is the webcam broadcast live?
